Road users
Driver, pedestrian, person in charge of animals, passenger, vehicle operator — and why it matters.
The Act distinguishes several roles and expects something different from each. It's not a formality or hair-splitting: what you happen to be at that moment determines your duties, your right to priority and what the police will do to you if you break a rule. The same person can be a passenger, a driver and a pedestrian one after another during a single journey.
